The Belgian Institute for Postal Services and Telecommunications (BIPT) has published its draft decision regarding the analysis of the broadband and television broadcasting markets launched this summer, which is submits for public consultation. This draft decision is based in particular upon a study carried out by TERA Consultants which is noted several times, to demonstrate the existence of separate markets for wholesale offers on copper networks on the one hand and cable networks on the other, as well as to keep OTT services out of the market for television services.
