Assessment of the cost of providing wholesale roaming services in the EU

Regulation 2015/2120 has established a new retail regulatory regime for regulated roaming services: the Roam-Like-At-Home (RLAH) regime. The Regulation mandates the Commission to review the wholesale roaming market by 15 June 2016, with a view to assessing measures necessary to enable the abolition of retail roaming surcharges by 15 June 2017. This report was commissioned by the Commission as part of that review with the aim of assessing the costs of providing wholesale roaming services. In the report, TERA Consultants explain the approach followed to develop a cost model that estimates the costs of providing roaming wholesale voice, SMS and data services in 28 Member States of the European Union and Norway.

In the context of its review of the wholesale roaming market, the EC has commissioned TERA Consultants to build a bottom-up (BU) cost model to estimate the costs of providing wholesale roaming services for a mobile network operator in 29 European Economic Area (EEA) countries. Even if roaming services make use of international transit networks and home/call destination networks, the cost modelling project focuses on wholesale roaming costs for the visited networks. The costs of roaming voice, SMS and data services in the visited network are analyzed.
