Presentation :

Paul DUMOULIN joined TERA Consultants in 2010 and is a director from 2016. He has carried out many projects involving network industries, mainly in the telecommunication, broadcasting and postal sectors. In those different areas, Paul has achieved strong cost modelling skills, which he has used to handle regulatory issues (regulatory policies, anti-competitive behaviours, Universal Service cost assessment, cost accounting and accounting separation), as well as strategic issues (market entry decisions, assessment of investment opportunities, business planning). Paul has worked for both public institutions (national regulation authorities, governments or public financial institutions) and private companies from many countries (France, Luxembourg, Croatia, Morocco, Belgium, Ireland, etc.). He holds a Master's degree in engineering from the École Supérieure d'Electricité and a Master’s degree in networks economics from the University of Paris XI.
